• You can stay in the game in three cases only: If you believe that your combination is higher than the combinations of other players; if the pot odds are in your favor; if you have quite a big chance to improve your combination after drawing cards.
• In most cases, you should open the game and respond to the bets of other players only when your chance to win is more than 50%. If you don’t have a pair or, better yet, 4 cards to a straight or flush, you need to fold without hesitation, your chances to beat the other players or to form a higher combination is minimal. Remember that in most cases, wins the conservative player, who is ready to lose some of the initial bets and enter the game with a strong hand.
• In case you have a pair before drawing a card, consider its ranking value, the numbers of the players, the number of bets and raises. With a strong enough combination, you should try to make your opponents bet as much money as possible but very carefully since you shouldn’t frighten them away.
• You also need to use some bluffing in order to make your game unpredictable. If you play honestly and always follow the same scheme, your cards will be easily read by your opponents.
• You need to change your habits. When you have a pair, you can draw one, two or three cards. You should try to place different bets when you have the same combination of cards.
• Try each game to strike the right balance between the disadvantage draw and deception of the enemy, between the bluff and open play.
• You need to watch the other players, especially when they place bets and when they draw. This way you’ll find out their style of play and know who likes bluffing and who is inclined to fold or raise.
• Keep in mind that poker is not just a card game – it is the insight of secret passions and desires, hidden thoughts, habits and opinions. You should forget about cards and build a model of human relations, trying to take a dominant position. You should always be one step ahead of your opponents, run ahead of their actions. You should lead the way, not to let them do it. You should manipulate them, you shouldn’t become their puppet. Poker is not only a game, poker – is a way of life. Having learned to win here, you will win everywhere in anything.

If your opponent replaces 3 cards, most likely, he has one pair. You should take that into consideration when you make your next move but you should remember that your opponent can improve his hand (consider the probabilities).

If a player replaces 2 cards, he probably has three of a kind or a pair. Your decision in this case should be based on his style of play, how often he bluffed, what bets he placed, how much he won or lost in the previous hand.

If a player replaces one card only, that tells you that most likely he has two pairs, 4 to a straight, or 4 to a flush. Sometimes this replacement is made with three of a kind. A player with a pair or high cards can also make such a replacement.

Four of a kind is rather rare combination in poker, so you don’t need to think at that every time when somebody replaces a card. Therefore, in most of the cases your opponent has 2 pairs or incomplete straight or flush. With two pairs, a player can raise and call as well. With 4 to a straight or a flush, any player is more careful and passive – although he can respond to the raise, he won’t raise himself. If before card replacement a player played passive, and after the replacement he started to play aggressively, it shows that most probably he managed to form a straight or a flush. At the same time you should not forget that all previous moves of your opponent could be a deep laid scheme (advertise) aimed at ensuring that you develop a standard response to repetitive actions. If your opponent refuses to replace any cards, let the others (if they are still in the game) to test the true value of his cards. If you play one to one, make a decision based on the value of your own cards and the actions of your opponent during the betting round. You should also take into consideration the previous games you have played.

If you have a strong hand, you should play even if you think that your opponent also has a strong hand. If you have a low pair, you better fold – do not forget that an experienced player bluffs but not with the weakest combinations and it is very possible that he has a higher pair. In such situations you shouldn’t raise. This way you will reduce your most probable loss and will punish the one, who wanted to cheat you. If you have a strong hand, do raise. Many players who believe in their infrequent luck will constantly raise when they have a straight or a flush, totally forgetting that higher straights or flushes can beat them easily. Not to mention the higher combinations.

By making “right” replacements you increase your chances to improving your initial combinations but in doing so you will show your opponents the true value of your cards. Here you have another secret strategic weapon: to bluff or to improve.
The table below will show you the probability to form any combination by drawing different number of cards. Based on that data, you can make several important conclusions. Never try to play three cards to a straight or a flush. Chances to get two cards of one suit in order to form a flush are 1 to 24. Never try to form an inside straight. If you decided to enter the game with high cards only, pretend that you have a pair, two pairs or better combination i.e. draw 2 or 4 cards or don’t draw any. If you bluff successfully, you will get an instant profit but in case it was revealed, perhaps your sacrifice will pay off in the future since your opponents may answer your bets with weak hands (thinking that you again enter the game with weak cards). As we already know, having an ace and replacing 4 cards is not the best decision.

In case you have a pair, in most cases you should replace 3 cards. If you replace only 2 cards, your chances to form better combination will drastically decrease. But that can make your opponents fold or place small bets during the next betting round. In order to be successful, you should not use this strategic move very often. Usually this type of replacement is called advertise and not bluff (showing that you don’t necessarily have three of a kind when you replace 2 cards). But next time when you actually get three cards of one rank, and replace two cards, your opponents will decide that you are bluffing, they will not fold and they will continue placing bets and answer to your raises. If you have two pairs, you should replace one card. The probability to form a full house is not big (it is 1 to 11) but there is still a chance. The only other option you have is not to replace a card. A tactical move like this requires certain experience. Two pairs is considered a strong combination i.e. winning combination and if you decide to bluff, in this case you may decrease your profit – the players with lower combinations will simply fold. If you have two low pairs and your opponent has replaced one card i.e. there is a possibility for him to have two higher pairs, you may refuse to draw. It is very likely that in this case, your bluff will reduce your losses – in the next betting round your opponent most likely will not dare to open the game and will check, and you will not have to make a losing choice i.e. to call or to fold.

If you have three of a kind, you can replace one or two cards. The probability to form four of a kind in both cases is very small but the probability to form a full house is the same. If you replace two cards and till then you played absolutely “honest”, you will show your opponents the true value of your cards and that most likely will make them fold which will be not very good for you, since it will reduce your profit. In case you had previously made 2 cards replacement with a pair or other combination, and your opponents understood that you were bluffing, the latter replacement won’t make them confident that you really have strong hand. In this case to replace one card is also a good move since you show your opponents that you have two pairs or you are very close to form a straight or a flush which very often can bring you higher profit. You don’t need to replace any cards when you have 3 cards of one rank since you are already winning and your bluff will just decrease your profit or you are going to lose it at all. If you have 4 cards of one rank, you need to replace one card for sure. If you refuse to replace a card, most probably you won’t be able to make the profit, which promises one of the highest poker combinations.

These percentages may be used by you in order to determine the odds – 50% are approximately equal to odds 1  : 1, and 70% odds are equal to 7 : 3. You need to know the odds in order to determine the pot odds, which in turn determine the mathematical feasibility of all your bets and raises. If the odds are 1 : 2 and you think that your opponent has a low combination of cards (judging by your opponents actions), you may continue playing in case the ratio of the money in the pot and your next bet is more than 2 : 1. For instance, if there are $ 30 in the pot and your next bet is $ 10, you can bet. In this case, theoretically, you lose $ 10 in two cases and win $ 30 in one, having made a profit of $ 10. The greater the pot odds, the more you are free in your actions. Of course, you should not forget that the mathematical  probabilities in poker are just theory, that of course, in most cases are confirmed by practice but the real poker skill is when you notice the exceptions in time. When you start to play, you’ll notice that very often you need to play with at least two opponents with strong hands. In this case do not try to raise the bets. It is better to win a little than to lose a lot. In any case you need to compare the probability with the habits and the behavior of your opponents. If your opponent usually does not bluff and suddenly he raises, recalculate the probability again. If you opponent usually plays loose and aggressive, even if the pot odds aren’t good, your bets and raises have a good chance of winning.

Here’s a simple scenario of possible tactical actions.
Playing against one opponent, answer and open the game only when you have at least a pair of jacks, otherwise always check. If after you check, the game is opened by another player, always fold. Very soon, your and your opponent’s actions will start repeating the pattern, in most cases when you check – he’ll bets when you fold or bet – he’ll fold, and if he calls, then he’ll lose (most likely). If you play this way, you won’t lose much, if your opponent answers your first bet with strong hand only and in most of the cases fold. Otherwise, the odds will be on your side. Very soon you will fully convince your opponent that you play entirely “honest”. When you convince your opponent in it, change your play. When you see that your opponent folds when you open the game (since he knows you open it with strong hands only), open the game with weak hands. Besides, he “knows” that when you are saying “check”, you don’t try to win. Therefore, after your check, he’ll always bet, even if he has weak cards. Take advantage of this and getting good cards, first check and then raise. That will put your opponent in a very awkward position, and in any case, will increase your profits.

Use this new strategy every time. After some time, when you notice that your opponents begin to play by the new rules (in most of the cases fold when you check-raise), change the strategy i.e. check-raise when
you have weak hands. Sooner or later they will notice that you open the game with weak cards and they will start responding to your bets. Then again you need to change the strategy and open the game with strong hands only. This way the circle will be closed. The next moves can repeat the above mentioned scheme or become even more unpredictable.

Such tactics can be used when you play against more opponents. But in this case you can use the tactic against a particular player and demonstrate your style of play to him, not forgetting, of course, the general strategy against the rest of the players.

If most of the players play tight and in most cases they fold and enter the game with very strong hands only, at some point in the game you can play loose, thus very often winning the ante that can be a
relatively large amount. If there are only maniacs at the table, then you will certainly make profit, playing very passive. When your opponents use different styles, your tactics should become more selective and
depend on the position of the players at the table i.e. who is to act. In any case, it is believed that a tight play brings large profit, especially in the beginning of the game (when you first open the game or call).
The loose style is more suitable from the later stages of the game – when you have already played a lot of hands and the style of your opponents became more predictable. Bear in mind, that if there are 5 players and you are to act first, you play against 4 opponents, but if the three of the players check, you play against one opponent.

In other words, the closer you are to the dealer, the looser you can play.

So, when the cards are dealt, the first thing you need to do is to evaluate your hand. The following table is based on probability theory and shows the total number of all possible poker combinations, as well as the chance of being dealt a certain combination of cards.

As you can see, you can have a pair in one case of 2,36. That is to say that every second hand you may get a pair. In order to get higher combination like two pairs, you need to play 21 hands. Of course, only the practice determines the probability and frequency of this or other games. But your conclusions should be based exactly on the knowledge of this probability. So, with full house, you can place a large bet – your chances of losing is very small. Two aces also promise that you will win, but you will feel more confident if you have a straight or a flush. Besides, your chances of winning are directly proportional to the number of players sitting at the table. The more participants in the game, the higher is the probability your opponents to have higher combinations. The following tables give an accurate assessment of your cards. They show the percentage chance of winning of different pairs when playing with different number of opponents.
Note: The probability of winning with a pair depends strongly on what are your unmatched cards, that is why there are three rows in the tables. The first row shows the percentage when your unmatched cards are the lowest cards such as 2, 3, 4. The third row shows the percentage when your unmatched cards are the highest such as A, K, Q. The Second row shows the average for all possible combinations of the unmatched cards. It is the value of the second row that you should rely on in most cases.
When playing with a large number of opponents, low pairs have very low probability of winning, and therefore are not considered.
All calculations were performed using a standard random number generator. The permissible error is 0,5.

Take into consideration that a real chance of winning you have only in case the percentage is more than 50 %. You need to open the game or call and raise according to this percentage exactly. When you see the table with three opponents, you may decide that you need to enter the game with at least a pair of jacks. In this case experienced players use more flexible tactics depending on their position at the table. If it is, you just make it easier for your opponents, nothing more.

If a violation of the rules is found in the showdown, when all the cards are opened, the player with the highest combination of cards, who hasn’t violated the rules, wins the entire pot. Players, who folded, are not returned their bets.
If a violation of the rules is found after all players have revealed their cards, then all bets are returned to them, and the bets of the player who has made the mistake stay in the pot.

The game is known also as California or Californian Poker. Before the beginning of the game and before the cards are dealt, all players place their ante bets i.e. they put the chips in front of them. The dealer, making sure that all bets are correct, moves them to the center of the table. This order of placing the bets (through the dealer) should be observed in the course of the game. All bets placed in the center of the table are called pot. All the players try to win the pot. After placing the ante, the dealer deals each player five cards face down. Thus, each player sees only his /her own cards and has no idea what cards other players hold.
Then the first betting round begins. The player who’s been dealt the cards first should act first.

If he is sure that he has a good hand, he could open the game, and place the first bet. If the cards are weak, he can also check, and in this case, the player to his left is to act. Of course, he also has the right to check. If all the players check, the dealer collects the cards, shuffles them and deals again. If this is the case, players who earlier placed their ante, place a new one i.e. re-ante. Thus, the pot in the next game will be twice as much. If during the next hand, nobody opens the game, everything should be repeated i.e. once again the cards will be shuffled, dealt and the players will place their ante. If any of the players opens the game (places a bet), the next player cannot check, he should either call, or raise, or fold. If at this stage of the game any of the players is not satisfied with his cards, he refuses to continue playing the game i.e. he does not place any bets and folds. In this case the player should not show his cards to other players. If all the players fold, the player who opened the game wins the pot. If a player says “call”, he is to place the same amount as the previous player. If a player says “raise”, he is to raise the previous bet. All the rest, if they want to stay in the game, should answer this bet. The players, whose bets were raised, should place the needed amount in the pot. Raises might be repeated. The total numbers of the raises depend on the rules of the casino.

The hearing highlighted the success of existing systems and technologies in blocking minors from gambling online, combating compulsive gambling and protecting consumers against money laundering, fraud and identity theft.

Protecting Consumers Online

Parry Aftab, executive director of WiredSafety, the largest Internet safety and help group in the world, concluded in her testimony that regulation provides the best opportunity to protect consumers.

“The status quo offers no meaningful assurances that consumers will be protected,” stated Aftab. “[T]here are a number of technologies routinely used in other industries that were easily adaptable to online gambling sites. They are real, proven and in use today. They are also improving by the minute.”

A comprehensive study conducted by Harvard University’s John F. Kennedy School of Government and presented by Professor Malcolm K. Sparrow further reinforced the consumer benefits of regulation.

In the Harvard study, “Can Internet Gambling Be Effectively Regulated? Managing the Risks,” which was released at today’s hearing, Professor Sparrow states, “The establishment of a well-regulated industry under U.S. jurisdiction would offer far better protection against online gambling’s potential social harms than outright prohibition. Combining a thoughtful regulatory scheme with education, technology tools, and support appears to be the most effective means of handling the realities and risks of online gambling in the United States…In the end, consumers in the United States would be better protected than they are now.”

Implementing Existing Technology

Michael Brodsky, executive chairman of Youbet.com, a provider of pari-mutuel horse racing content for consumers through Internet and telephone platforms, testified that existing technology can be utilized to successfully regulate Internet gambling.

“Today at Youbet we use technology that would ensure effective regulation of Internet gambling. The already-existing, totally legal, online pari-mutuel horserace wagering industry is a U.S.-based model of how to provide a responsible online wagering experience for adults – one that is clean, regulated and scrupulous about both collecting and paying taxes,” stated Brodsky.

While existing federal laws generally prohibit online wagering, Congress has allowed domestic companies like Youbet.com to accept online wagers for horse racing, despite a Justice Department position that such wagers remain illegal.

Combating Compulsive Gambling

In his testimony, Keith Whyte, executive director of the National Council on Problem Gambling, the U.S. advocate for programs and services to assist problem gamblers and their families, discussed how online technology and controls can be utilized to better help combat compulsive gambling than can be done in the existing land-based industry.

“The graphical and interactive structure of the internet provides an opportunity to create informed consumers with access to a variety of information designed to encourage safe choices and discourage unsafe behavior,” stated Whyte. “The amount of online information and possible interventions are essentially unlimited.”

Legislative Movement on Internet Gambling

The hearing follows the recent announcement by the Federal Reserve and Department of the Treasury to extend the date for compliance with the final Unlawful Internet Gambling Enforcement Act (UIGEA) regulations by six months to June 1, 2010. The delay, Chairman Frank previously stated “…will give us a chance to act in an unhurried manner on my legislation to undo this regulatory excess by the Bush administration and to undo this ill-advised law.” Chairman Frank’s statement implies he will seek to have his regulatory bill enacted prior to June 1, 2010.

“Today’s hearing and the testimony presented showcased the opportunity to effectively regulate Internet gambling, further laying the groundwork for a vote on Chairman Frank’s regulatory bill,” said Michael Waxman, a spokesperson for the Safe and Secure Internet Gambling Initiative. “For too long, Congress has allowed Internet gambling to thrive an underground marketplace, since UIGEA and attempts to prohibit the activity have failed. We hope Congress doesn’t allow much more time to pass before acting to protect consumers and collect billions in much-needed new revenue through adoption of Chairman Frank’s bill.”

The Internet Gambling Regulation, Consumer Protection and Enforcement Act of 2009 (H.R. 2267), introduced by Chairman Frank in May 2009, cosponsored by 63 members of Congress, would establish a framework to permit licensed gambling operators to accept wagers from individuals in the U.S. In addition to consumer protections, the legislation reinforces the rights of each state and tribe to determine whether to allow Internet gambling activity for people accessing the Internet within the state or territory and to apply other restrictions on the activity as determined necessary.

The Joint Committee on Taxation projects up to $42 billion over 10 years would be generated for the U.S. Treasury in a regulated environment with the passage of Chairman Frank’s bill along with a companion bill introduced by Rep. Jim McDermott (D-WA), the Internet Gambling Regulation and Tax Enforcement Act (H.R. 2268). The primary source of this revenue would come from ensuring that applicable individual and corporate taxes and license fees on regulated Internet gambling activities are collected.
